Why are some lines not editable?
Two reasons, both honest ones. A line sharing a text block with others cannot be replaced without shifting them, so it is refused instead of producing a crooked page. And a subsetted font stores glyph indices rather than characters — retyping would draw the wrong shapes.
What happens to the original words?
They are replaced in the content stream, not painted over. Search the saved file for the old text and you will not find it.
My scan has no editable lines at all.
Then it is a picture of a page, and there is no text to rewrite. Some scans carry an invisible OCR layer, which the tool names as such: editing it would change the file without changing what you see.
